The problem is with the shlibs versioning. Balsa currently depends on:

libgtkhtml3.14-19 (>= 3.30.2), libgtkhtml3.14-19 (<< 3.31)

emilio at marte:~$ cat /var/lib/dpkg/info/libgtkhtml3.14-19.shlibs
libgtkhtml-3.14 19 libgtkhtml3.14-19 (>= 3.32.0), libgtkhtml3.14-19 (<< 3.33)

balsa probably needs a binNMU to it depends on the newer version of gtkhtml3.14
