Bug#617598: gnome-system-tools: new users added in users-admin are Administrators by default; can't set them to "Desktop user"

Open users-admin, and add a new user. By default, their Account type is
Administrator. If you then click 'Change...', you can can select the 'Desktop
user' radio button, but when you click OK, the Account type is still reported
to be Administrator. Of you close and re-open users-admin, the problem remains.
