Hi,

the menu / desktop file for epiphany belongs into the epiphany-browser
package along with the epiphany-browser binary.
Otherwise it can happen (as it did for me) that you have
epiphany-browser-data but not epiphany-browser and as a result a
non-functioning menu entry.
