Bug#618294: gdm3: With IncludeAll=false for greeter, no users are shown

If I set in /etc/gdm3/daemon.conf:

[greeter]
IncludeAll=false

then no users are shown, even just after I log in and log out.

The gdm3 manual says:

  If false, then GDM more simply only displays users that have
  previously logged in on the system (local or NIS/LDAP users)
  by calling the ck-history ConsoleKit interface.

So, gdm3 does not behave as documented.
