Bug#625210: metacity: "Always on top" option does not persist after changing workspace

After selecting the option "Always on top" and move to another workspace, when
coming back to the previous workspace, the "Always on top" option is turned
back off. This doesn't happen with all programs, for me it happens only with
some java programs such as ImageJ and the omero clients (these last ones are
not in the debian repositories).

This bug doesn't appear when using compiz so I believe it to be on metacity.

Here's how to replicate the problem
1 - start ImageJ
2 - right click on the ImageJ bar and select always on top
3 - select another window and place it behind the ImageJ
4 - move to another workspace (Ctr+Alt+right arrow)
5 - go back to previous workspace (Ctr+Alt+Left arrow)
6 - notice that the other window is now on top of the ImageJ window and that
the ImageJ window soesn't have the "Always on top" option selected anymore
