Let's handle this in two different bug reports:

One is about gnome-panel, which did not import quick launchers and the
panel layout from GNOME 2.
For gnome-shell there is already a bug report about importing the
launchers from the GNOME 2 panel.

For the second bug report, I'll reassign it to gnome-settings-daemon.
The reported issues so far:
- font preferences are reset to the default setting.
- background images are reset to the default setting.
- preferred applications are reset to the default setting.
