Well, it seems this bug was never reported upstream so it had poor
chance of being fixed. I reported, fixed the issue and backported to all stable branches, see:
https://bugzilla.gnome.org/show_bug.cgi?id=690266

It is not just about gnome-panel but all gtk+ applications, and
freezes instantaneously any application on F10/Shift-F10 or submenus.

It is quite severe if you need accessibility like Jean-Philippe as the
desktop seems completely frozen (well, to a casual user too as the
process loops endlessly and consumes a lot of CPU).

Could this be cherry-picked for Wheezy by any chance?
