Bug#590340: gnome-shell: requires gnome-themes to start (Could not find a theme!)

Okay, sounds sensible.  Could that be bumped to a Depends on
gnome-themes-standard (perhaps with "| gnome-themes)?  I don't
understand what sort of unusual installation would not want to install
it, since as far as I can tell gnome-shell just doesn't work without a
theme.

Note that I have APT::Install-Recommends set to true, and for some
reason the package was still not picked up.
