I don't think there are any current plans to split that into a separate
package.

This plugin will not automatically install or update anything unless you
browse to https://extensions.gnome.org and explictly request those actions.
Let me repeat that: This plugin does *not* automatically install or
update any remote code.

You can disable the plugin in firefox/iceweasel under Addons → Plugins →
Gnome Shell Integration
