So, the short answer is "yes"

The librsvg2-common contains both a gdk-pixbuf module and a gtk2 engine.
The latter drags in the gtk2 dependency.

There is still a lot of GTK2 software. If you are talking about the
"gnome" meta-package, it still has quite a few GTK2 dependencies.

Even if we split librsvg2-common into the gdk-pixbuf module and the
gtk2 engine, we'd need to check, what the reverse dependencies actually
need.
