transitions for GNOME 3.8

Hi,

since Julien asked me on IRC, I've tried to figure out what smaller
transitions can be done in parallel. The notes are at [1], I'll update
them accordingly.

With tracker 0.16 and libgnomekbd going on rather well, I'd like to
start gjs next. This allows us to update libpeas to 1.8, after that we
can upload gedit 3.8 and devhelp 3.8 (which I'll switch back to webkit1).
Then I'd update gdl to 3.8 (an anjuta to 3.8).

libgweather can be done at any time. We'll cherry-pick the fixes for
gnome-panel and gnome-applet.

gtksourceview triggers quite a few FTBFS, so this needs further
investigation. Should be do-able though.

gtkhtml4.0/e-d-s/evo is tricky, since evo requires webkit >= 1.10.0
which we don't have in sid. The version in experimental still only
builds on half of our architectures. pochu has been working on that but
is currently busy otherwise, so I'm not sure what to do about that.

cogl and clutter is an important one, since it blocks gnome-shell. So we
should do that asap.

gnome-shell, mutter, gnome-settings-daemon, gnome-session,
gnome-desktop3, nautilus, gnome-controle-center and
gsettings-desktop-schemas I'd update in one go, afterwards.
