Bug#795887: gnome-core: Can't login after reboot when python libraries are installed in $HOME/.local/

   * What led up to the situation?

1. Tarballs of setuptools and pip were downloaded from https://pypi.python.org/ and
   installed using "python setup.py install --user" which installs them into $HOME/.local/
2. Additional libraries were installed such as virtualenvwrapper using
   "pip install --user virtualenvwrapper" which also installs them into $HOME/.local/.
   The version of pip used is the one located in $HOME/.local/bin/.
3. After rebooting, gdm3 accepts the username and password but fails to start a
   session. Instead, it goes back to the gdm3 login screen.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

Once $HOME/.local/ is deleted or moved, the user is able to login again.

   * What was the outcome of this action?

The user is able to login again but now doesn't have the python libraries available
in the default user directory.

   * What outcome did you expect instead?

I expected that installing python libraries into the default user directory ($HOME/.local/)
would not prevent a user from logging in.
