Indeed, it's rsvg-convert's fault.

STR:
- Download
  http://anonscm.debian.org/cgit/pkg-mozilla/iceweasel.git/plain/debian/branding/iceweasel_icon.svg
- Run: rsvg-convert -w 48 -h 48 -o default48.png iceweasel_icon.svg

With librsvg2-bin 2.40.11-1, this appears to crop the image, while with
2.40.10-1, it scaled it.
