This is a known problem. The issue is that gnome dropped support for the
synaptics driver and can't configure it anymore. It only has support for the
libinput driver now.

However when both libinput and synaptics drivers are installed, the system will
use the synaptics one.

The temporary workaround is to uninstall the xserver-xorg-input-synaptics
package. Or to use the synaptics driver and configure it through the command line.
