epiphany-browser dependency

Dear Debian meta-gnome3 maintainers,

I am Ryan Cunningham, a student of Community Transitions--my school
district's postsecondary life skills program--soon to enter my second
year. I run a Web server at home (which is yet to be exposed to the
Internet).

I have observed that presently, in 'unstable', only for Linux on IBM Z
does Debian allow one to install Web (formerly Epiphany) in place of
Firefox or Chromium (or a fake package that provides 'firefox',
'firefox-esr', 'chromium', or 'chromium-browser') and keep the 'gnome-
core' package installed.

Since Web is the default World Wide Web browser that is provided with
upstream GNOME, I suggest that Debian do the same for all other
supported architectures.
