I updated just now to gnome-accessibility-themes 3.27.92-1.
The problem persists also with the new package.

I had a look at /usr/share/icons/HighContrast/index.theme and the file
seems incomplete. The Directories= entry is truncated, and all the
directory entries listing the various icon sizes are missing in the new
version.

I copied over icons/HighContrast/index.theme from 3.22.3-4 and it now
works. So indeed it looks like a bug in the package/theme.
