Bug#955820: libgtk-3-0: various regressions since 3.24.14, defer migration until resolved

GTK 3 releases since 3.24.14 seem to have had an unexpected number of
regressions. Some were fixed in 3.24.17, but that has its own regressions:

- gcr prompts apparently don't appear in non-GNOME Wayland compositors
  (https://gitlab.gnome.org/GNOME/gtk/-/issues/2574)

- windows with a "custom surface", such as waybar, don't appear
  (https://gitlab.gnome.org/GNOME/gtk/-/issues/2572,
  https://gitlab.gnome.org/GNOME/gtk/-/issues/2578)

- PaulePanter on #debian-gnome says:

https://gitlab.gnome.org/GNOME/gtk/-/issues/2577 might also be related.

(I'm using this version and haven't actually seen any of these myself...
some don't happen with GNOME, some don't happen unless you use particular
programs that I don't, and I have no idea why I'm not seeing the Firefox
issue.)

Let's not allow this version to migrate until these are resolved, or at
least understood.
