Please unblock package gnome-tweaks

[ Reason ]
Remove an option that no longer does anything from the UI (#1032286)
and take the opportunity to update translations from upstream.

[ Impact ]
If not accepted, users will report duplicates of #1032286 thinking that
the option is meant to do something. It has no effect since GNOME 42.

[ Tests ]
Manual test: gnome-tweaks still runs, the obsolete option isn't shown.

Trivial changes to a leaf package.

The attached gnome-tweaks_42~beta-4-excluding-l10n.diff excludes the
content of debian/patches/*.patch and po/*.po to show the functional
change most clearly.

If a more full diff is desired, gnome-tweaks_42~beta-4.diff.gz excludes
the content of debian/patches/*.patch but does include po/*.po.
