With this hint and the archive review in mind, i'm inclined to drop the
dirmngr system service entirely.

I've pushed some changes to the experimental branch on git.debian.org
that create a new dirmngr package from gnupg2's packaging.

I am considering uploading that package to experimental (i think it will
need to go through NEW because it is creating a new binary package that
it didn't before).  I would really appreciate other people on pkg-gnupg
testing out this packaging and reporting whether it causes problems for
them.
