[Pkg-gnupg-maint] 2.0.26-4

hey folks--

I've just pushed gnupg2 2.0.26-4 to unstable;  the changes consist of:

 * excellent l10n work done by lots of people, coordinated by David Prévot

 * bugfixes taken from upstream git that avoid certain breakage found by
fuzzing

 * cryptographic security improvements taken from upstream git that are
long overdue: deprecating OpenPGPv3 keys and not relying on MD5 signatures.

I plan to ask the release team for an unblock if i haven't already
missed the window.  please let me know if you see any concerns.
