Sure, i'll go ahead and work on these changes.  Please note, though,
that this is exactly the same source code that is already in debian (as
source package "gnupg", with an even less-accurate debian/copyright).

I don't mind bug reports (even RC ones) against packages in the archive
for sloppiness debian/copyright -- and i think that the review by
ftp-masters (and others) serves a useful service to the community as a
whole.  So thanks!

But i confess i'm a bit annoyed that i can't even get the *exact same
source code* to go to the autobuilders just because there happens to be
a source package rename and a binary package split (both of which will
also serve a useful service to the community) which causes it to go
through NEW.  Something about this arrangement seems counterproductive
and would likely be demotivating to a less persistent/stubborn
contributor.
