For a user who doesn't know that there was such a transition, they won't
know to look there.  apt-list-changes won't show it automatically, for
example.

For a user who does know that there was such a transition, they probably
already know they can find the older changelog in
/usr/share/doc/gnupg1/changelog.Debian.gz.  So i'm not really sure what
this gains us besides an extra 19KiB in the gnupg2 package.

I note that there is a mention of the transition in
/usr/share/doc/gnupg/NEWS.Debian.gz, though maybe the text there could
be improved.  Maybe something like:

  Before version 2.1.14, gnupg was provided by the GnuPG "classic"
  branch.  You can find the historical changelogs for that branch in
  /usr/share/doc/gnupg1/changelog.Debian.gz.

I could also provide a symlink from
/usr/share/doc/gnupg/changelog-1.Debian.gz to
/usr/share/doc/gnupg1/changelog.Debian.gz, if you think that would be
useful.  I'm just reluctant to add another 19KiB to the package when i
know the info is already available elsewhere and i'm not sure who will
gain from it.

I just read NEWS.Debian.gz, btw, and noticed that it was referring to
/usr/share/doc/gnupg/README.Debian, which i'd somehow failed to ship
properly.  That should be resolved in the next upload, which will
include commit d8ce1e81226f8ff454c7c6be7ec9ddb763c62e34.  Thanks for
helping me find that!
