[pkg-gnupg-maint] New libgpg-error?

How did you do this release?  I don't see it at
https://gnupg.org/download/.  should i not be looking for it there?

I do see it here:

  https://gnupg.org//ftp/gcrypt/libgpg-error/

and i see a git tag at least, so i can proceed with the packaging, but
the debian/watch file was looking for it in the first place :/
