[pkg-gnupg-maint] gpg2 always runs in FIPS mode?

Hello,

we've a problem on Debian Jessie. Using gpgme is not possible because
nearly all calls fail frequently. We don't face this on Ubuntu nor on
MacOS X, so we're investigating.

It looks pretty much like GnuPG on Debian always is driven in FIPS mode.
Following the documentation on

https://www.gnupg.org/documentation/manuals/gcrypt/Enabling-FIPS-mode.html

it shouldn't – neither of these conditions are fulfilled on our
machines.

Can you confirm this? What can we do?
