[pkg-gnupg-maint] Bug#860745: Please suggest a fix for "server $SOMETHING is older than us" message

Hello,

I get some warnings when I run some gpg commands:

gpg: WARNING: server 'dirmngr' is older than us (2.1.17 < 2.1.18)
gpg: WARNING: server 'gpg-agent' is older than us (2.1.17 < 2.1.18)

I'd like to restart those services, but I have no idea of how. I tried search
engines, and had little luck. I assume and hope there is a way to do that
without restarting my X session.

Looking up documentation I had little luck:

  $ dirmngr --help|grep -i restart
  $ gpg-agent --help|grep -i restart
  $ man dirmngr|grep -i restart
  $ man gpg-agent|grep -i restart
  $

At the moment, that "is older than us" message is giving me more worries than
help.

Could it be changed into something like this?

gpg: WARNING: server 'dirmngr' is older than us (2.1.17 < 2.1.18). Run $COMMAND to restart it.
