[pkg-GNUstep-maintainers] gnustep-base 1.9.2 is ready

I uploaded gnustep-base 1.9.2 on my site 
(http://eh666.free.fr/GNUstep/debian/).

Finally, I have not updated the soname because Richard Frith-Macdonald 
said there will no real incompatibilities.

I've tested it with all GNUstep apps packaged in debian, all seems to 
work fine.

I repackaged it applying all recommendations of the Debian Library 
Guide 
(http://www.netfort.gr.jp/~dancer/column/libpkg-guide/libpkg-guide.html).
Since all GNUstep apps currently depends on gnustep-base1, I have not 
removed it but changed it in an empty transitional package to keep 
compatibility.
