Looked a bit more at this.  I think we can mostly separate the
arch-dependent and independent stuff by making <appname>.app/Resources a
symlink to something like /usr/share/GNUstep/Applications/<appname>.app
(similar for bundles and services).  (Of course, this breaks the ability
to just cp -r the directory, but you can still cp -rL.)  There doesn't
seem to be any arch-dependent stuff in <appname>.app/Resources.

Also, are <appname>.app/stamp.make or
<appname>.app/library_paths.openapp actually needed?  I tried removing
these files from my own personally-compiled program, and it seemed to
work fine.  At least stamp.make I don't think is needed -- it's only
needed for building the application.

P.S. it seems like GNUstep packaging would be ideal for creating a cdbs
module, since debian/rules is probably very similar for all GNUstep
programs.
