If you mean "rised" as "filed", it was.  That's what I'm talking about:

ftp.app:  	581931
preview.app:	581970, 581971

Only #581970 is a blocker for the forthcoming transition.  The -make 
related bugs are nice to fix, but they will not become RC since
nostrip/noopt support is optional (and that's why they are not RC now, 
when gnustep-make/2.4.0 is in testing).
