Yes, it is.  GNUSTEP_RUNTIME is the Objective-C runtime that is
written and maintained by the GNUstep developers, confusingly named
"libobjc2" (not packaged and not going to packaged for Debian).

This bug is fixed upstream in a hackish way (by copying the function
declarations).  I raise the severity because the library is apparently
broken on several release architectures.
