[Debian GNUstep maintainers] Migration to a new VCS

So... tla-buildpackage has been removed from the archive, meaning that
we should seriously consider moving to something else.  What are
people's preferences?

Apart from Arch, I've been using SVN for adun.app (at debian-med) and
Bzr (for my unofficial gNewSense packages).  Given that a switch to
SVN/CVS is a regression compared to GNU Arch, I'd say that we should
definitely consider a dVCS.  GNU Bzr is my personal choice, mostly
because of the experience I already have with bzr-builddeb and that it
is a GNU package -- but I'd be willing to learn a new way if you guys
really insist on another VCS.

(Whatever we decide, someone who is a project admin should undertake
the necessary steps according to the Alioth procedures.)
