Sorry about the delay in handling this.  I hope to be able to fix it
fairly soon, among with some other GNUstep bugs.

In the meantime, feel free to drop the libpoppler-dev dependency on
libfontconfig1-dev as planned and raise the severity of this bug (as a
side effect, it would put me in a better position to a find a sponsor
for the upload).
