[Pkg-gnutls-maint] Bug#490628: RM: gnutls13 -- ROM; obsolete library version

Please remove gnutls13 from sid. It has been replaced by gnutls26 in
February 2008. 

The only binary packages (ignoring m68k and hurd-i386) still depending
on libgnutls13 have been FTBFS since April:

* mailutils. FTBFS.
* gstreamer-editor: dead package, last upload 2004. already
  uninstallable in sid.
* gnome-cups-manager: FTBFS. Not maintained anymore in Debian, replaced
  by system-config-printer afaik.
