use section 'libs'?

Oh, I didn't notice the Section field was explicitly present for all
packages too.  One purpose of the source package Section setting is to
display it on http://packages.qa.debian.org/g/gnutls26.html and having
it say 'Section: devel' there is what caught my eye.

I'm not sure if that's enough reason to change it, but on the other
hand, if it really doesn't serve any other purpose, it wouldn't hurt to
change it either.
