Bug#682464: libtasn1-3: Unused build dependencies

libtasn1-3 build-depends on gtk-doc-tools and texlive-latex-base,
neither of which is used in the build process.  Both can be safely
removed from debian/control as in the attached patch (tested in a sid
chroot).
