That's a really good question.  ucf is supposed to take care of this
type of stuff - knowing when a config file was changed by the admin and
when it was only changed by the package.  ucf support appeared in gpm
1.19.6-15, over a year ago (and yes, gpm ucf support is in sarge), so I
don't think your bug is related to the transition from conffile to ucf.

Smells like a bug in ucf itself, but if so, I wonder why it doesn't hit
other users and other packages.  My understanding is very incomplete at
this time.
