I've had a look at the source for elinks (which allows the use of the scroll 
wheel using GPM) and I've had a look at the source for GPM.

GPM does support wheelmice... if the application is written to take advantage 
of this.

GPM these days auto configures the gpm.conf and there are no hidden options to 
enable or disable wheel mice that I can see, therefore I don't think their is 
anything to document (at least about wheelmice).

I think this bug can be closed.
