[DebianGIS-dev] Bug#327853: Can't compile PCL 0.9 due to missing /usr/include/map.h (dev package is missing)

Compilation of PCL-0.9 http://zcologia.org/pcl fails with:
gcc [...] -c cartography/engine/mapserver/msbridge_wrap.c
cartography/engine/mapserver/msbridge_wrap.c:703:17: map.h: No such file
or directory

The changelog.Debian file gives a few reasons for not building
libmapserver-dev, but now there is at least one client that needs it,
and a pretty important one IMHO.
