[DebianGIS-dev] Bug#351869: mapserver_4.6.2-1 (unstable/alpha): FTBFS: doesn't build under sudo

The latest version of mapserver has failed to build on alpha with the
following error:

This failure occurs because the alpha autobuilder uses sudo instead of
fakeroot for building, and mapserver does not have a clean separation
between its "clean" and "build" targets.  The "clean" target is specified as
running under rootcmd; you should therefore *not* be creating files in
"clean".  (That, and creating files in "clean" is somewhat backwards...)
