I am experiencing the same problem with Debian Unstable. The following
thread seems to discuss this problem:
http://www.mail-archive.com/mapserver-users@lists.umn.edu/msg14117.html

Some of my installed packages are the following (all standard debian
packages):

AntiGrain Geometry graphical toolkit (development files)
ii python-mapscript 5.0.2-2+b1 Python
library for MapServer
ii libgdal1-1.5.0 1.5.1-4
Geospatial Data Abstraction Library
ii libgdal1-dev 1.5.1-4
Geospatial Data Abstraction Library - Development files
ii libgdal1-1.5.0-grass 1.5.1-1 GRASS
extension for the Geospatial Data Abstraction Library
ii libgdal1-1.4.0-grass 1.4.4-1+b1 GRASS
extension for the Geospatial Data Abstraction Library
ii libgeos-3.0.0 3.0.0-5
Geometry engine for Geographic Information Systems - C++ Library
ii libgeos-c1 3.0.0-5
Geometry engine for Geographic Information Systems - C Library
ii proj 4.6.0-1
                          Cartographic projection filter and library

Cheers,

Dolf.
