The EPSG:28992 is not the only code which does not specify a datum
shifts. If you see EPSG:15934 (Coordinate Transformation), 
it has been accepted on 2007-04-10 as

+towgs84=565.237,50.0087,465.658,1.9725,-1.7004,9.0677,4.0812

which is indeed different from your suggestion

+towgs84=565.237,50.0087,465.658,-0.406857,0.350733,-1.87035,4.0812 

but the current 28992 stilla has not a datum specification. So
current proj reflects the EPSG status. IMHO this bug should be
closed.
