The package description says:

 Read /usr/share/doc/gmt-coast-low/README.Debian to learn how to get coastline
 data on the net. Otherwise you will not be able to create high quality
 maps with gmt.

But there is no such file.  There is
 /usr/share/doc/gmt-coast-low/NEWS.Debian.gz
but you might as well say to run the command `/usr/sbin/gmt-coastline-download'
instead.
