[DebianGIS-dev] Bug#575737: libgeos-dev: package does not ship /usr/lib/libgeos_c.la anymore

The -dev package does not ship the .la. This causes problem for some other packages
that fail to build (spatialite is an example).

Adding the line:
  usr/lib/*.la
in the debian/libgeos-dev.install file seems to fix the problem (spatialite package compiles fine).
