Bug#807339: qgis: saga not available in processing toolbox

Time for a little status update.

We now have SAGA 2.3.1 in unstable which is the first SAGA LTS release
maintained upstream by Johan.

QGIS 2.14 will still not support it, but QGIS 3.x is likely to support
the SAGA LTS releases.
