This duplicate changelog entry needs to be dropped, or merged into the
second (setting its distribution to UNRELEASED).

The distribution should be UNRELEASED from the import of the new
upstream release, until all changes have been committed. The last commit
sets the appropriate distribution, after which the final build and
upload happen.
