qgis testing migration prevented by piuparts

Testing migration of qgis is prevented by piuparts. libqgis-native3.4.12
failed-testing in sid, according to the log because it was Unable to
locate package libqgis-native3.4.12.

The package is available in unstable and works fine on my system and a
clear chroot. It seems like an issue with the piuparts environment.

Please retry the test to unblock testing migration for qgis.
