Control: severity -1 important

Since splitting an XML file works, an RC severity is not appropriate. A
workaround is to convert the PBF to XML with osmium-tool or osmosis.

Since the transition to protobuf 3.11.4 the optimize_for = LITE_RUNTIME
option is no longer supported by protobuf Java code generator. See:

Rebuilding with osmpbf (1.3.3-14) is probably sufficient.
