The current version of libgeotiff5 in testing is 1.5.1-2, so it is not
surprising it wasn't updated yet. If it needs to be updated for the
current version of qgis to work, it needs to be listed as a dependency
(by qgis or by one of the packages that qgis depends on). So yes, it is
a bug (not necessarily in your package, it is hard for me to say which
one is responsible here), see bullseye RC policy §2.
