Bug#1058621: netcdf: Finalize HDF5 library at exit

Bug#1057590 has been recently filed against the octave-netcdf package, 
which currently FTBFS. This bug is exposed at the end of the Octave 
session where the binding functions for the netcdf library are used, 
causing a segmentation fault.

The bug has been forwarded upstream [1]. The upstream author of 
octave-netcdf, John Donoghue, discovered that the problem is not caused 
by the netcdf package nor by Octave itself, but is rather a problem 
within the netcdf library, in the way the HDF5 support is unloaded. He 
proposed a patch to the upstream authors of the netcdf library [2]. It 
would be great if that patch can be integrated to the netcdf package for 
Debian.

I confirm that the patch fixes the segfault problem of octave-netcdf and 
that the netcdf package builds correctly with it.

I am hereby setting the severity level to "important", since the bug here 
reported is blocking Bug#1057590, which has severity level "serious". 
Please feel free to change the severity level to whatever you see fit.
