Sorry, but I really don't know.  You could ask in grub-devel and see what
they think.

As for the shell library, I was thinking we could have a
/usr/lib/grub/something where we put such things, that plugins
can import.  I wanted to discuss that with upstream too (will do
when I have a minute..).
