Bug#540410: grub-pc fails to find linux cmdline

When installing for the first time, grub-pc claims it has extracted a
linux cmdline from my current kopt line in menu.lst, but the field is
empty.  My menu.lst file contains the line:
# kopt=root=/dev/sda1 ro
but this was not picked up.
